Berkeley Regis United Neighbors (BRUN) regularly receives official notices for proposed zoning changes and mobility and infrastructure-related projects from the City of Denver. It is the Zoning and Planning (ZAP) Committee’s responsibility to analyze a proposed change or project and advise the BRUN Board regarding a response.
If land use and transportation issues are of interest to you, please join us every second Wednesday of the month from 6:30 p.m. to 8:00 p.m. for our ZAP Committee meetings.

February 2026 – (Passcode: 7YGe*ZV$) – ZAP hosted a “listening session” providing time for community members to share thoughts on the Yates Theater reopening and the fifth draft of a Good Neighbor Agreement (GNA). Community members unable to attend the meeting had until Feb 13, 2026, at 5 p.m. to send written comments. The GNA was finalized on Feb 24, 2026 and is available here.

January 2026 – (Passcode: R%*01CAB) – Further discussion on the Yates Theater reopening and a Good Neighbor Agreement (GNA), with participation from neighbors and the theater team.
December 2025 – (Passcode: 7@h4@bv6) – Discussion on the Yates Theater reopening, with some Q&A between neighbors and the theater team. There was also discussion around a possible housing workshop, and the BRUN Board President gave a brief update on the Regis Village public hearing.
UPDATE: The rezoning application was unanimously approved by the City Council on Dec 8, 2026. Read an article in Denverite or watch the City Council meeting (starting around 4:08:00).

November 2025 – A recording is not available for this month’s meeting. Please view the meeting narrative for a summary.
October 2025 – (Passcode: xC7dV9+N) – The discussion centered around three topics:
- A city-initiated rezoning of the property located at 4211 Hooker St. in Harkness Heights. The property is currently zoned as a Planned Unit Development (PUD) and being used as a residence. The PUD District is a unique zone district that provides form, use, parking and other standards tailored to a particular site. This property is where the former Denver Victorian Playhouse was located.
- The process the community would need to follow to request the closure of the I-70 highway ramps on Lowell Blvd. Step 1 would be a Traffic Impact Study. BRUN Community members continue to express concerns with roadway dangers along Lowell.
- ZAP Committee members approved sending a letter to the Board for consideration in response to Regis University representatives’ latest reply.
September 2025 – (Passcode: bF3+dvV&) – Discussion around responses BRUN received from Regis University regarding their application for a Planned Unit Development; traffic-safety concerns along Lowell Blvd and W 46th Avenue; the Your City, Your Voice RNO-reform workshops; and more.
On Sep 18, 2025, BRUN officers received a notice regarding a zoning variance request for the property located at 4955 North Knox Court. A hybrid public hearing will be held on October 7.
August 2025 – (Passcode: 88jC!SdV) – ZAP heard a presentation from a representative of the property owners at 3995 Irving St. (former Lutheran church), discussion of the Sheridan Corridor Safety Study and a report ZAP prepared for the BRUN Board, and a conversation related to the Unlocking Housing Choices effort.
July 2025 – (Passcode: mn*q*vM5) -Owners of the Lovell Building property stopped by to share their plans for this site.
March 2025 – Representatives from Two Hands restraurant were invited to discuss their sound amplification application. An on-site meeting between BRUN and Two Hands occured Mar 19, 2025 (a GNA was finalized Apr 18, 2025).

February 2025 – BRUN Board & ZAP committee members participated in a public meeting with Regis University representatives. You can also read Regis’ presentation (plus High-Impact Development plan letter) in response to BRUN’s letter.
A representative from BRUN is participating in the Sheridan Corridor Safety Study Civic Advisory Committee (CAC). Click here to download the full report from the first CAC meeting in early February.

Proposed Rezonings
Rezoning is a public process, culminating in a decision by the Denver City Council, that changes the rules for land use and types of buildings permitted on a given property by changing its zone designation. Because the process amends the city’s official zoning map, a rezoning is also referred to as a “map amendment.” Zoning changes can happen to individual properties, neighborhoods, districts, or even the entire city. Rezoning applications for the properties listed are currently being reviewed by the BRUN ZAP committee. They should not be construed as the only zoning modifications being considered by the City and County of Denver. See their website for more information.
Citywide Projects
Modernized Parking Requirements

In December 2024, Denver Community Planning and Development (CPD) announced the Modernizing Parking Requirements project to:
- Reduce city time reviewing development applications;
- Promote the development of more housing; and
- Give building projects the flexibility to build the number of parking spaces they deem necessary, based on market conditions.
In April, the project team began public outreach to share more information on the zoning rules and regulations that may change and collect feedback from community members. We encourage you to join in-person events to hear from city planners and share your voice. You can also sign up for CPD’s newsletter to receive updates directly.
Unlocking Housing Choices
PD is also launching an inclusive community process with the goal of allowing more middle-housing forms in Denver’s residential neighborhoods through potential updates to the Denver Zoning Code and other city rules and regulations. The Unlocking Housing Choices project’s goals include:
- Allow more housing choices in Denver’s residential neighborhoods;
- Update design requirements for middle housing building forms so that new construction is compatible with existing neighborhoods and recommendations in adopted plans;
- Encourage the preservation of existing homes; and
- Create incentives or requirements for affordable housing in newly constructed middle housing.
The project will kick off and begin public engagement this summer!
