Zoning and Planning (ZAP)

The Zoning and Planning (ZAP) Committee reviews proposed rezonings, development applications, mobility projects, and Good Neighbor Agreements within BRUN’s boundaries. ZAP meets monthly and makes recommendations to the BRUN Board of Directors, which may submit formal letters to the city or take positions at public hearings.

If land use and transportation issues are of interest to you, please join us every second Wednesday of the month from 6:30 to 8:00 p.m. All BRUN community members are eligible to participate regardless of whether you sit on the Board.

The owners presented their redevelopment concept for the NE corner of 44th Ave and Lowell Blvd, approximately 50 rental units above ground-floor retail, preserving the historic 1911 Lovell Building. ZAP also discussed a request from Gardens Dispensary to amend its GNA to extend operating hours to midnight. No votes were taken due to lack of quorum.

ZAP hosted a community listening session on the Yates Theater reopening and the fifth draft of the Good Neighbor Agreement. The GNA was finalized on Feb 24, 2026 (view it here). ZAP also received District 1 Land Use Updates from Council President Sandoval’s office.

Discussion on the Yates Theater reopening and a possible housing workshop. The BRUN President also provided an update on the Regis Village rezoning.

Three topics: (1) A city-initiated rezoning of 4211 Hooker St, a former Denver Victorian Playhouse property currently used as a residence. (2) The process for requesting closure of the I-70 ramps on Lowell Blvd, which would begin with a Traffic Impact Study. (3) ZAP approved sending a letter to the Board in response to Regis University’s latest reply.

Continued discussion on Regis University’s Planned Unit Development application, traffic safety on Lowell Blvd and 46th Ave, and the Your City Your Voice RNO reform workshops. BRUN also received a variance request notice for 4955 North Knox Ct; a public hearing was held Oct 7.

Representatives from Two Hands restaurant discussed their sound amplification application. An on-site meeting occurred Mar 19, 2025; a GNA was finalized Apr 18, 2025. ZAP also received District 1 Land Use Updates.

BRUN Board and ZAP members participated in a public meeting with Regis University. View Regis’ presentation and their High-Impact Development plan letter in response to BRUN’s letter. Citywide Projects

Unlocking Housing Choices

Denver Community Planning and Development (CPD) has launched an inclusive community process with the goal of allowing more middle housing forms in Denver’s residential neighborhoods through potential updates to the Denver Zoning Code and other city rules and regulations.

Middle housing refers to small multi-unit structures like duplexes, tandem houses, fourplexes and other house-scaled, middle housing building forms. The changes to the zoning regulations will focus on low- and medium-residential zone districts ranging from single-unit (SU) to rowhouse (RH), and the comparable Former Chapter 59 zone districts. The goals of the project are to:

  • Allow more housing choices in Denver’s residential neighborhoods
  • Update design requirements so that new construction is compatible with existing neighborhoods and recommendations in adopted plans
  • Encourage the preservation of existing homes
  • Create incentives or requirements for affordable new middle housing.

The Unlocking Housing Choices project team will host five public meetings to present draft proposals in late March and early April, with a meeting at Highland Recreation Center on Mar 24 and a virtual meeting on Apr 15.
